Jonathan P. Bigley, Esq.

Jonathan BigleyJonathan spent ten years in senior positions in both the Governor's Office and the Pennsylvania General Assembly. As Deputy Secretary for Legislative Affairs he was responsible for the development of Governor Robert P. Casey's legislative agenda as well as the legislative initiatives of the various Executive Agencies. In addition, he served as Governor Casey's chief spokesman before the leadership and members of the General Assembly. Prior to joining the Governor's Executive Staff, Jonathan served as a legislative aide to two House Majority Leaders. During his decade of government service, Jonathan guided through the General Assembly major legislative initiatives on the environment, economic development, healthcare, insurance, labor relations and agriculture.

In the private sector, Jonathan has been responsible for many legislative victories on behalf of clients. He uses his insider’s knowledge to develop multifaceted strategies that appeal to a wide range of legislative and administrative constituencies. A recent significant accomplishment is concept development and strategy implementation of the legislative initiatives that became The Healthcare Provider Retention Account and Healthcare Provider Retention Program. From grassroots planning to Capitol Hill lobbying to PAC implementation, Jonathan has the experience to win most any issue.

Jonathan also holds locally elected and appointed positions in his community. He is a member of the Susquenita School District Board of Directors and is a past president of the board.  In addition, he was an original member and first chairman of the Penn Township (Perry County) Zoning Hearing Board. 

Jonathan has a B.A. in Political Science from Westminster College (New Wilmington, PA) and earned a J.D. from the Widener University School of Law (Harrisburg, PA). He is admitted to practice before the PA Supreme Court. He is a past member of the James S. Bowman American Inn of Court.  He is also a frequent lecturer on Pennsylvania government and has authored several articles on lobbying in Pennsylvania.

Tom Blikle

Tom BlikleTom has twenty-five years of extensive legislative and political experience in senior positions in both the Pennsylvania General Assembly and the House Republican Campaign Committee.

In the House of Representatives, Tom served as the frist ever Republican Policy Committee Executive Director. In that position, Tom helped to develop the Republican Caucus's legislative agenda. He also served as the first Executive Director of the House Tourism and Recreational Development Committee. Tom was the Executive Director of the Game and Fisheries Committee as well as serving as an analyst for the House Appropriations Committee.

Tom also directed or staffed several dozen political races and held the position of Finance Director of the House Republican campaign Committee.

Tom has been a registered lobbyist since 2001 and specializes in gaming and appropriations issues. He has a B.A. in Management from Moravian College.

Tim Bittle

Tim BittleTim is the newest member of the Bigley and Blikle team. Tim brings fifteen years of legislative, administrative and lobbying experience to B & B.

Tim has been lobbying since 2003 and his experience has involved issues including Business Taxes, Education, Gaming, Healthcare, Insurance, Labor, Liquor, Real Estate and Telecommunications issues. He has used his knowledge, expertise and networks to successfully lobby for the passage of laws for multiple clients.

Under Governors Ridge and Schweiker, Tim served as the Deputy Secretary of Workforce Development at the Department of Labor and Industry. In that position, he was responsible for a staff of 1,124 and $372 million in federal and state funds earmarked for workforce development programs.

Prior to joining the Ridge Administration, Tim worked for the House Republican Caucus as Executive Director of the Labor Relations Committee. In that role, he was a key player in the passage of landmark legislation that reformed the Commonwealth's workers' compensation system.

Tim is a graduate of West Chester University with a B. A. in Communications. He is a U.S. Army veteran, is married and father of four.
